Owls for Philly: Civic Engagement Hours

Employee Civic Engagement Benefit Time Policy 

Temple University encourages the engagement of its employees with its North Philadelphia neighbors and community through volunteerism and joint project work.  To that end, the university has established Civic Engagement hours for employees to use for volunteer activities in the community through our Office of Community Impact and Civic Engagement’s Owls for Philly initiative.  Annually, non-faculty employees may use up to eight (8) hours of paid civic engagement time to volunteer for work within our community through Owls for Philly.  This policy provides information regarding the civic engagement benefit for eligible employees and available opportunities.

Eligible Employees

Full and part-time regular, non-probationary, non-faculty employees and faculty with satisfactory records of employment.  A satisfactory record is one in which the employee has not received any discipline at the warning level or above in the preceding 12-month period.  Faculty may only participate during non-teaching hours. 

Time and Eligibility Period

Eight (8) hours per fiscal year for full-time employees.  New employees must be hired before October 1 to be eligible for civic engagement hours in the same fiscal year.  Civic engagement hours can be used after the successful completion of the probationary period. 

Part-time employees will be eligible for prorated regularly scheduled weekly hours per non-bargaining and collective bargaining unit definitions in Kronos.   For example, employees scheduled for 20 hours per week will be eligible for four (4) civic engagement hours per fiscal year. Civic engagement time will not rollover from year to year and is not eligible for payout upon termination of employment. 

Civic engagement time will not be considered time worked for the purpose of calculating overtime. 

Usage Guidelines

Civic engagement hours may be used in four (4) or eight (8) hour increments and can be used only for volunteer opportunities made available through Owls for Philly. 

Employees will request civic engagement hours through their immediate supervisor, using regular department protocol for requesting time off and identifying the opportunity, time, and date of the engagement as well as the number of hours to be used.  

Requests to participate in a civic engagement activity must be made at least thirty (30) days in advance; however, requests with less notice may be considered.  All approvals are at the discretion of the supervisor. 

By requesting civic engagement hours, the employee is certifying that the time requested and approved is being used for the purpose of volunteering for an approved activity through Owls for Philly.  If the activity is for four (4) hours, the employee will be expected to perform their duties as an employee during the remainder of the workday or designate the remainder of the day as vacation or personal leave. 

Once the leave is approved, the employee may register for the opportunity. 

Eligible employee timekeepers will record the time using the code CIVPD in Kronos that has been added to the eligible employee classifications. Civic Engagement hours utilized during the fiscal year will be available for reporting in Kronos.  

If an engagement opportunity is cancelled or the employee cannot participate as scheduled for other reasons, the employee is expected to report to work as scheduled or contact their supervisor in advance of the start of the shift to make other arrangements.  Failure to comply may result in discipline.
